    Oh, and Brad, you may want to avoid the Post Office. After sending emails to the Postal Inspector and the Postmaster, I went to your website and printed up the flyers from all your programs, then drafted a nice little letter about how you're not just a garden variety chain letter thief but in fact a chain letter factory with multiple scams going at any given time...and popped them all into a big fat envelope and mailed the whole thing to your Postmaster.

    And I'm going to continue to basically annoy the hell out of the Post Office until they come bay and ask you WHAT THE PHUCK you're doing.

    Chain Letters

    A chain letter is a "get rich quick" scheme that promises that your mail box will soon be stuffed full of cash if you decide to participate. You're told you can make thousands of dollars every month if you follow the detailed instructions in the letter.

    A typical chain letter includes names and addresses of several individuals whom you may or may not know. You are instructed to send a certain amount of money--usually $5--to the person at the top of the list, and then eliminate that name and add yours to the bottom. You are then instructed to mail copies of the letter to a few more individuals who will hopefully repeat the entire process. The letter promises that if they follow the same procedure, your name will gradually move to the top of the list and you'll receive money -- lots of it.

    There's at least one problem with chain letters. They're illegal if they request money or other items of value and promise a substantial return to the participants. Chain letters are a form of gambling, and sending them through the mail (or delivering them in person or by computer, but mailing money to participate) violates Title 18, United States Code, Section 1302, the Postal Lottery Statute. (Chain letters that ask for items of minor value, like picture postcards or recipes, may be mailed, since such items are not things of value within the meaning of the law.)

    Recently, high-tech chain letters have begun surfacing. They may be disseminated over the Internet, or may require the copying and mailing of computer disks rather than paper. Regardless of what technology is used to advance the scheme, if the mail is used at any step along the way, it is still illegal.

    The main thing to remember is that a chain letter is simply a bad investment. You certainly won't get rich. You will receive little or no money. The few dollars you may get will probably not be as much as you spend making and mailing copies of the chain letter.

    Chain letters don't work because the promise that all participants in a chain letter will be winners is mathematically impossible. Also, many people participate, but do not send money to the person at the top of the list. Some others create a chain letter that lists their name numerous times--in various forms with different addressee. So, in reality, all the money in a chain is going to one person.

    Do not be fooled if the chain letter is used to sell inexpensive reports on credit, mail order sales, mailing lists, or other topics. The primary purpose is to take your money, not to sell information. "Selling" a product does not ensure legality. Be doubly suspicious if there's a claim that the U.S. Postal Service or U.S. Postal Inspection Service has declared the letter legal. This is said only to mislead you. Neither the Postal Service nor Postal Inspectors give prior approval to any chain letter.

    Participating in a chain letter is a losing proposition. Turn over any chain letter you receive that asks for money or other items of value to your local postmaster or nearest Postal Inspector. Write on the mailing envelope of the letter or in a separate transmittal letter, "I received this in the mail and believe it may be illegal."

    I'd like to tell Brad's potential victims that they'd get better odds here in Arizona if they drove down to the Cliff Castle Casino on I-17 in Camp Verde. It's just a short one hour drive south from Flagstaff. Later this year, the Navajo Nation will have its own casino open in Flagstaff. All legal, and certainly more chances to hit it big than on Brad's scams.

    Arizona residents who entered a "get-rich-quick" investment network billing itself as completely legal may have actually participated in an illegal pyramid scheme and could be arrested, authorities said.

    "It's a classic pyramid and, despite claims to the contrary, it's a felony crime," said Doug Cash, a Mesa fraud detective.Authorities say the quick-money scheme also is believed to be operating in Washington, Oregon, California, Utah, Texas, New Mexico and Colorado.

    Pyramid schemes violate Arizona's consumer fraud statutes, said Sydney Davis, chief counsel of the Arizona Attorney General's Office's consumer protection section.

    Davis said if Friends Network is a pyramid scheme, everyone who recruited someone into the program is liable and could face a felony charge.

    State law defines pyramid schemes as plans or operations that offer participants the chance to make money primarily from the recruitment of new participants, rather than from the sale of goods or services.

    Mesa police began investigating Friends Network on Tuesday after a citizen complained about being approached by a stranger to join.

    According to a network brochure, "people of action" willing to invest $1,500 can earn $12,000 in three weeks.

    To enter, participants give a check or money order to a chairperson and sign a note stating, "This is my unconditional gift to you. I expect nothing in return."

    Each network has four levels consisting of 15 people. When the eight entry positions are filled, everyone moves up a level until each person reaches the top and gets paid.

    Participants are warned to select only "motivated and committed friends," as new investors.

    Participants said the program was spreading extremely fast but when people found out the scheme was illegal, many dropped out.

    Ken Smith of Mesa said he joined the network on Sunday and by Wednesday was due to receive his $12,000 payoff. But upon hearing the scheme was illegal, Smith opted out.

    Richard Gooch of Mesa said he called his family together, including children he had introduced to the program, and told them he would give their money back. Gooch, who is Mormon, said a large number of Mormons in Mesa had joined the program.

    "These people wouldn't do anything criminal in their lives," he said.

    Cash said his department knew of the scheme before Tuesday's complaint because other police agencies had sent warnings about Friends Network, which has apparently proliferated throughout the West.
