The Iowa document makes it quite clear that the scope of the laws involved go beyond any single state, and into Federal territory, while also establishing that individual states have prosecuted cash gifting from several distinct angles.
And yes, I know quite well what 2010 Blessings' structure is. A series of gifting boards each consisting of 8, 4, 2, and one slots, within which people move towards the center as new accounts join. A single board is a conical pyramid viewed from above and depicted two-dimensionally. The accounts in the 8 positions send a "gift," or in legal parlance a consideration, to the person currently at the center. Upon receipt of the full set of "gifts" or otherwise filling all of the slots in the outer ring of 8, they move upwards to a higher board and enter it at the 8 level, sending out a new "gift" to push someone else further up and expecting in turn to make it to the center time and again to get more "gifts" themselves. One change that 2010 Blessings made from their original structure was that they added a bonus for the person reaching the center of a board, in the form of 2 free positions in the outer 8-person ring, so now they only needed to collect (theft by deception) "gifts" from 6 other people.
