I'm an avid student of trying to demonstrate from what Charles has told the SEC that he doesn't (and never did have) enough money to pay the TM liabilities.
BUT, I don't think that this #2 you keep quoting really shows that very well? It's open to interpretation. My interpretation of what Charles meant by that answer is that when the frozen ad packs come out of pending they would then have resumed earning, as if the "gap" in which they were frozen had never existed. In other words he would have said for example that if a given ad pack had been live for 30 days... then the freeze hit... then when the paypal money became available that pended pack would be resumed with 30 more days (approx.) to run - whatever it took to reach $55 payout in the normal way.

So... the alternative- best I can find in what he gave the SEC is that he said there were nearly 6 million ad packs pended, and so the average remaining liability on each ad pack is half of $55 = $27.50 ... giving an estimated total remaining liability of $192 MILLION on those ad packs.

And that would have been fine had he also suspended them having to click during that time for those packs. (I mean, they were getting paid back their own money plus some to look at hamburgers they were buying. lol) He didn't, He owes them, and that is why that very question was asked.

I think Charles has going from playing word games (paying everyone's earnings) to outright lying (pay everyone's account balance and then some).

There were 15,000,000 packs sold, or obtained via imaginary compounding.

Neither the SEC or Paypal seem confused about what was happening.

Over 99% of Traffic Monsoon’s revenue comes from the sale of AdPacks. The company has virtually no other revenue from any other source. All payments to investors are made out of these funds.

46. In early January 2016, PayPal contacted Scoville and notified him that it was considering limiting his account. PayPal’s compliance department had noted that Traffic Monsoon’s account had some earmarks of a Ponzi scheme, such as very rapid growth and almost no chargebacks or refund requests.
