PayPal Holdings Inc. was accused by victims of an alleged Ponzi scheme of failing to detect the fraud while processing more than $100 million in investments.

Even after the company had banned the operator of the internet advertising “pay-to-click” program from using its services in 2011 over his involvement in a similar scheme, PayPal played “a crucial –- indeed, indispensable –- role” in letting him siphon and steal investor money, according to Thursday’s complaint in federal court in San Jose, California.

The operator, Charles David Scoville, was sued last year for fraud by the U.S. Securities and Exchange Commission over claims that he and his business, Traffic Monsoon, took in $207 million from more than 162,000 investors worldwide. The investors bought internet advertising products from Traffic Monsoon. In exchange, they were promised visits to their websites and and clicks on banners on their websites.

The agency won an injunction in Utah federal court freezing Traffic Monsoon’s assets. Traffic Monsoon is appealing the order and argues that because it was selling advertising rather than securities, it couldn’t have violated securities laws, according to a court filing.

The investors suing PayPal, who seek class-action status, say the company served as the payment processor for about $134 million in investments in Traffic Monsoon. They’re seeking at least $5 million in damages.

“We look forward to refuting these claims,” PayPal spokeswoman Ellen Hayes said. “Beyond that, we do not have any further comment on this pending litigation.”

By knowingly allowing the fraud, “PayPal departed from its own policy that prohibits the use of its services for ‘transactions that support pyramid or ponzi schemes,”’ according to the complaint.

The case is Ezeude v. PayPal Inc., 5:17-cv-02558, U.S. District Court, Northern District of California (San Jose).

Since Charles is no longer posting his drivel, the entertainment value and activity on FB has almost come to a grinding halt, there isn't anything really to talk about that has not already been said. Hopefully the Appellant Court will make a ruling soon denying the appeal and then the civil trial can get on the court docket for early 2018.

Can you imagine all the trouble Charles had to go through to come up with those last few posts of his? While trying to give the impression of total lunacy while fully knowing it was all a show was creative writing par excellence, and they were fun to read. I have to admit that he demonstrated a great knowledge of creative writing in making them than I had given him credit for.

I guess he still has not figured out that he could use the library computers if he truly wanted to post. But hey, who knows someone just might cough up the cost for his Internet bill to get him back in the game. The mere fact that he hasn't tells me his attorneys put a gag order on him.

Don't you just love it when Charles plays the part of his mother to post? I know I do.

Uh Sharley, his car in Utah was available to him. All he had to do was keep the registration current and have insurance. Oops. Of course let's not forget that he was told to submit to the Receiver his claim for living expenses for her consideration, which he refused to do and still has refused to do. Guess he really didn't want those living expenses after all. His apartment in Utah was also pre-paid for a year at the time of the asset freeze, which means he could have lived their rent free through July of this year. So you and the hubby were only on the risk for 3 months of rent so far this year. As for his taxes, he didn't file any but one time and that filing was late. Even then he failed to file for all the income he took out of TM, which is a big no-no.

But I especially loved the line where he claims that his records were "special" due to his business being an Internet business. Funny how all the "other Internet businesses" maintained traditional financial records. So want to try that story again, but this time with conviction?

Since you are so sure-fired that Charles will win, why not just go immediately to his civil trial instead of trying to drag out this by appealing Judge Parrish's decision? After all, all Charles wanted to do was get the TM members their money ASAP. Ever hear of the old saying "Actions" speak louder than words Sharley?

The next time you see someone being asked to swear the evidence they are about to give in court is: "The truth, the WHOLE truth and nothing but the truth"

think about Charlie and Chirley Scoville and it will become clear why the oath is worded the way it is.

The Scovilles are past masters at using "errors of omission" to convince their few remaining followers of Charlies' innocence.

She was merely stating facts to explain to the court why the receivership process would take some time to finalize.





Anyone, with even the slightest knowledge of the requirements of operating an Limited Liability Company knows the owner simply CANNOT ignore the need to maintain adequate accounting records or that "Over 500 million individual records or entries, maintained in approximately 150 data tables" is acceptable

It's what silly fraudsters do, hoping and praying the lack of records prevents anyone discovering the true extent of their criminal activities.

It's also why forensic accountants exist.

Anyone who has ever had dealings with a team of certified forensic accountants will know all of Charlie and Chirleys' bleatings will amount to nothing.

Forensic accountants do not mess around and don't accept a single claim without documented proof.

It is desperation as I am sure they now realize the well has run dry for donations. Charles, ironically with all his posts, has driven the faithful away. They finally saw through his lies, and he has no-one to blame but himself; but he won't. To him, this is all a conspiracy and he is a martyr for standing up to the "evil" government.

He will have also ruined his family financially, and I doubt if he will have any remorse for his actions and the lies he told them. It's what sociopaths, pathological liars, and narcissists do. It is always someone else's fault.

Do you think it's actually his parents $ or it's coming out of the $ that's missing?

My thought is he stashed his $ with the wrong people ie Immy, etc & they just blew him off. (Knowing Chuckles is a fool & could do zero about it)

Highly unlikely considering the millions hidden in Dubai and other untouchable locations....Remember all them trips??...Being in Dubai for TM bank was all BS....

I think he had some stashed and has used it to fund his defense, but I also suspect that money is gone now, stolen by the people he hid it with. I'd not be surprised to find that a significant amount of the money he tried to get to Dubai and that he thought was to set up a bank there, was just flat out stolen by scammers that turned out to be better crooks than he ever was.
