Most of all he steps in it when he affirms he's using Paypal Funds ergo "fresh deposits" to pay participants.
If Charley was actually sharing revenue from external sources there would be no reason to run that cash through Paypal.

Setting up a bank? Guy must have learned from Nick Smirnow! That was one of the excuses he used in the final death throes of P2P. What's next? Charles slipping in and out of a coma?

After a while you'll begin to realize the front story has little or nothing to do with what's really happening.

Do a quick Google on GOLDCODERS SCRIPT or FREE HYIP SCRIPTS and frighten yourself

So easily customizable any tech savvy teenager can do it on his / her laptop in an hour and even the really complex variations only take an entry level programmer a matter of hours.

Prior to that "banner impressions" were the go and before that "auction bids"

IOW, change a few words in the script, and it runs exactly the same way, no matter what the terminology.

Have you ever seen an "ad pack" or "banner impression" or "auction bid" in the wild, or only ever come across them associated with a ponzi ??

FinCEN already knows, Paypal having filed multiple Suspicious Activity Reports and frozen the Traffic Monsoon account.

* If FinCEN knows, then the Financial Fraud Enforcement Task Force, of which FinCEN is a member most certainly knows.

* The money is frozen and Scoville has scuttled off to Dubai, which has no extradition treaty with the USA,

So, if someone is really desperate to lose their money by sending it off to TMs' Payza or STP account, there's not a lot anyone can do at the minute, especially given the amount of TM related warnings and red flags which exist on the 'net.

* Given the recent change of tactics within the USA when it comes to dealing with ponzi and pyramid schemes, I'd be extremely surprised if Traffic Monsoons' top earners and organizers come out of this untouched, but that truly is in the lap of the bureaucratic Gods.
