I think what has changed is: they don't feel threatened any more from disgruntled MAP/TAP members who were upset with them (rightfully so); they realized moving to the Isle of Man was going to be more expensive than they thought, especially since their house failed to sell like they thought it would; by laying low and not promoting another Ponzi immediately; today MAP/TAP has become a distant memory; and the anger level of the members has dropped considerably so less stress on them and making them feel more secure.

If they are smart, they will never promote another Ponzi again. They made enough money from MAP/TAP that they don't need to promote another Ponzi and live comfortably on their stolen money, well that is until greed takes over and they think they can get away with it again. But this is the Booth's we are talking about and they never struck me as being that smart, just lucky and good liars.
